Link21 is a transportation program sponsored by the San Francisco Bay Area Rapid Transit District (BART) and the Capitol Corridor Joint Powers Authority (CCJPA). The goal is to transform the passenger rail network serving the 21-county Northern California Megaregion (Megaregion)
VST Engineering is responsible for the flagship conceptual rail alignment design for the Transbay Crossing, West San Francisco extension and the I-980 Rail Corridor Concept Study. These Corridors shall serve as the building blocks for development of the Program Concepts and will require large investments in underground infrastructure to serve desired markets while minimizing negative impacts to affected communities.
VST Engineering joined the Rail Delivery Partner Team in 2019, while the contract was well underway. VST was able to quickly integrate within the Authority Team by immersing themselves in the current Construction Packages and identifying key issues hindering construction progress. By understanding the needs of the program’s stakeholders, VST has helped drive active construction to the highest levels in the program’s history. By supporting a major infrastructure program with over $2.7 billion of executed on-going construction contracts, VST Engineering understands that accurate and timely responses are critical to project success.

Los Angeles County Metropolitan Transportation Authority (Metro) – Inspection of Structures (2021-present)
Metro has several hundred structures, including vehicular bridges, pedestrian bridges, rail bridges, retaining walls, tunnels, stations, culverts, and other structures carrying the Metro Line or within the Right of way.
VST Engineering is responsible for the review of inspection reports, provide concurrence or technical commentary on observations and proposed recommendations, participate in round table discussions, and provide a stamp and signature for each report.
Traction Power Program. Oakland, CA.
Bay Area Rapid Transit (BART) is currently replacing critical Traction Power infrastructure throughout the system. This new infrastructure is vital to improving the customer experience by increasing service reliability.
VST Engineering serves as Project Manager for seven projects totaling $487.5M ranging from project planning to construction. VST is responsible for managing project schedules and budgets. VST Engineering is also responsible for coordinating among affected BART stakeholders for both contracted projects and projects being performed by in-house forces.
